Bio:
Henning is a senior technical manager at ICAEW and has almost 20 years of accounting experience, specialising in public sector financial and non-financial reporting.
Henning is supporting the UK Ministry of Finance with the implementation of the TCFD climate reporting framework, focusing on risk management. Henning enjoys working with the finance profession and is passionate about improving public finance management – long term fiscal (as well as climate) sustainability is essential.
Since January 2019, Henning has served as the technical advisor to the UK member of the International Public Sector Accounting Standards Board (IPSASB), promoting wider accruals adoption, good public finance management (PFM), and sustainability reporting.
Immediately prior to joining ICAEW in 2015, Henning was a senior member of the Whole of Government Accounts (WGA) team at HM Treasury. This role involved the consolidation of over 5,500 entities within central government, local government and public corporations.
Before joining HM Treasury Henning worked for Barclays PLC in the group finance function. He was part of the consolidation team and was responsible for a number of disclosure notes including the credit risk note, goodwill and joint ventures and associates.

Dr. Heiling is Professor of Financial Reporting and Management Accounting at Baden-Wuerttemberg Cooperative State University in Villingen-Schwenningen, Germany. Previously he worked in the Professional Practice Group and in the Financial Accounting Advisory Services department of EY Germany. From October 2011 to January 2013 he was seconded by EY to the IPSAS-Board in Canada as a Technical Manager and worked on IPSAS Board's First-time adoption of accrual-basis IPSAS project. In his research he focuses on public sector accounting, public financial management and sustainability reporting.

SUSANA JORGE is associate professor with habilitation at the Faculty of Economics, University of Coimbra, Portugal, and lecturer in Business Financial Accounting and Public Sector Accounting. She is affiliated researcher of CeBER – Centre for Business and Economics research, University of Coimbra (Portugal), and collaborator researcher of CICP – Centro de Investigação em Ciência Política (Research Centre in Political Science), University of Minho (Portugal).
Her research interests relate to Public Sector Accounting and Financial Management, especially focusing financial reporting, IPSAS, the use of accounting information by politicians, and the Local Government.
She was member of the Portuguese Accounting Standard-setter, public sector committee, between 2013 and 2017; and chair of the Executive Board of the Comparative International Governmental Accounting Research (CIGAR) Network between 2019 and 2023. She is currently member of the Public Sector Accounting Committee of the European Accounting Association (EAA-PSAC), and member of the Academic Advisory Group of the IPSASB (IPSASB-AAG).

Pavlina Karasiotou is Secretary General for Fiscal Policy at the Ministry of Economy and Finance, since July 2023. Furthermore, she is the President of the Board of Directors of the Public Debt Management Agency.
During 2019-2023 she served as Secretary General for Social Security at the Ministry of Labour and Social Affairs, with active involvement in reforms carried out in pension and social security framework, with most emblematic the reform in auxiliary pension for youth (L. 4826/2021), while appointed also President of the Temporary Management Committee of the Hellenic Auxiliary Pensions Defined Contributions Fund. In addition, she is actively involved in reforms in the field of disability assessment and certification, in particular with the re-engineering, simplification and digitalization of the procedures in KEPA (Law 4961/2022) and the modernization of the Unified Table for Determining Disability Rate, serving also as President of the Special Scientific Committee.
She is an Economist, graduate of the Department of International and European Economic Studies of the Athens University of Economics and Business. She has also completed her postgraduate studies in Economics (MSc in Economics) at the University College London and holds a PhD in Economics from the Universite Catholique de Louvain.
She is a public sector executive since 2005, and she serves in the Ministry of Finance at the General Accounting Office since 2009. During the period 2012-2015, she has served as an Advisor to the Secretary General of the Ministry of Finance (2012-2014) and Director of the Office of the Secretary General for Economic Policy (2014-2015). She has also worked in the European Commission (CEDEFOP). She speaks English, French, Spanish and German.

Francesca Manes Rossi, PhD, is Full Professor of Accounting at the University of Napoli Federico II, where she teaches and conducts research on accounting and auditing. Her research interests regard accounting standards, performance measurement in public sector organizations, intellectual capital, SDGs, sustainability and integrated reporting, auditing and accounting standards both in the private and public sectors. She has published extensively in peer-reviewed journals and book, editing special issues and serving as a reviewers for several accounting and management journals. She is co-editor of the book series in Public Sector Financial Management published by Palgrave. She is a member of the Italian Standard Board for Public Sector Organizations. She has developed special skills in the field of IAS/IFRS and IPSASs and is co-chair of the XII Permanent Study Group of EGPA (European Group of Public Administration) as well as a member of the EGPA Steering Committee.

Delphine Moretti is Lead of the Organization for Economic Cooperation and Development (OECD) Working Party on Public Financial Management and Reporting and Lead of the workstream on medium-term budgeting. In this capacity, she oversees the OECD’s research work programme in these areas; identifies latest developments; and provides advice to OECD member countries and partner countries on strengthening their frameworks, institutions and processes.
Prior to this, Ms. Moretti served in the International Monetary Fund (IMF), where she held positions in headquarters and Southeast Asia. In this capacity, she assisted advanced, emerging, and developing economies in defining their PFM reforms roadmaps and introducing a range of budgetary reforms.
Ms. Moretti also previously held positions in the Ministry of Finance in France and taught public financial management at the French School of Government (Ecole Nationale d’Administration, ENA).

Ross leads the IPSASB staff team in its standard setting and outreach activities. Recently, Ross’ focus has been on strategic initiatives to broaden the IPSASB’s funding, strengthen the institutional support needed for public sector sustainability reporting, and determine the work plan priorities to account for the increasing use of IPSAS globally.
Ross joined IPSASB in 2013, and led the implementation of the Board’s governance activities and the establishment of the Consultative Advisory Group. Ross also developed and oversaw the IPSASB’s financial instruments projects, IFRS alignment activities, and the strategy and work program.
Before joining the IPSASB, Ross worked for several years for a big-4 accounting firm in Canada and Japan. Ross focused on complex accounting and audit assignments related to public utilities, industrial companies, and financial institutions. Ross is a Canadian Chartered Professional Accountant.

Arman Vatyan is a a UK and Canadian Chartered Accountant, with over 20 years of experience in more than 25 countries across multiple regions, including Europe and Central Asia, Latin America, and Middle East and North Africa. Expertise focuses on coordinating critical reform initiatives in public financial management, corporate accounting, sustainability and financial reporting, public and private internal and external audit, financial management information systems, State Owned Enterprise (SOE) governance, and public internal control. He is the Public Sector Accounting and Reporting (PULSAR) Program Manager (13 countries), and Public Expenditure Management Peer Assisted Learning (PEMPAL) Program Lead (21 countries). He has worked on more than 400 World Bank operations.
Prior to joining the World Bank, he worked in the private sector and the government, including four years with a Big 4 firm in auditing and providing SOE governance, financial reporting, strategic planning, management information systems, restructuring, acquisition, and privatization advice to governments and large public interest entities. He has more than 25 years of teaching experience as a trainer and visiting lecturer, has spoken at around 100 international and regional conferences, and has authored or significantly contributed to more than 30 publications.

Before joining Eurostat, John worked for the UK Treasury on fiscal policy and public expenditure.
